What the EU Trade Mirror Sees: Mineral fuels and oils Imports Cools

Across all 27 EU reporters, mineral fuels and oils imports fell €589.3B year-over-year, a -13.8% contraction between 2024 and 2025. The export leg moved in near lockstep, down €339.5B, or -14.7%. When both sides of the ledger cool at once, you are not watching a rerouting. You are watching demand thin, or supply repricing, or both at once.

The counter-current tells you where the weight went. Precious stones and metals imports climbed €127.5B, a +28.4% swing in the same window. Capital did not disappear. It changed uniform.

I keep a Dutch lens on HS27 because Rotterdam is where the continent breathes. Averaged over 2021 through 2025, NL imports of mineral fuels peak in October at index 1.109 and trough in December at index 0.901. That is the tidal shape of a heating economy pulling forward, then exhaling.

July reads 1.007. The seasonal engine is idling at baseline this month, which means volume itself offers little directional steer. What moves the needle now is everything that is not seasonality — the €589.3B hole in imports, the parallel export slump, the metals rotation. Read together, the mirror points toward continued downward pressure on fuels throughput and upward pressure on the corners of the ledger where value is being stored rather than burned.

None of this is a price call. It is a reading of the flows. The flows are speaking softly, and clearly, and in the same direction.
